Council defers two Covington Highway/Chubb Road rezonings after neighbor concerns

Stonecrest City Council deferred two companion rezonings Jan. 28 that would allow expansion of an Afro‑centric hair‑braiding salon and related retail and office uses.
Director Cowie presented staff's recommendation and background for RZ250067511 (7511 Covington Highway) and the companion RZ250076760 (6760 Chubb Road). Applicant Dr. Romada Sisoko Sisay said the properties would let the longstanding salon (Afromania/AfroMania) expand, create jobs and offer cultural retail and training. "We're gonna be creating jobs, obviously, because we're gonna be training young people," the applicant said during remarks.
Neighbors were sharply divided. Charles (CA) Nation, a longtime resident, said residential yards back up to those parcels and urged the council to defer so neighbors can present evidence of environmental and quality‑of‑life impacts. Council members pressed staff and the applicant on parking, code compliance and whether the proposed uses match the city's comprehensive plan.
After public hearing and council questions, council closed the hearing and voted to defer both rezoning items to the Feb. 23 council meeting for public hearing and decision. The deferral motions carried 5-0.
The deferrals give staff and the applicant time to respond to neighborhood concerns and to provide additional site plans and parking analyses before council acts on the rezoning requests.
