Garden City held the noticed public hearing Jan. 26 on proposed Ada County development impact fees and moved the ordinance to a first reading by title.
Steve Rutherford, representing the Ada County commissioners, told the council the county will administer the fee program on behalf of participating cities, perform calculations, collect fees, remit annual audits and, by statute, spend collected funds on specified capital improvements within an eight‑year window unless extensions are granted. Rutherford said the city must adopt an ordinance to incorporate the county’s capital improvement plan and that the county would work with cities on intergovernmental agreements for EMS, coroner and jail/courts impacts.
No members of the public testified at the hearing. Council closed the public comment period, conducted a first reading of Ordinance 1065‑25 by title and agreed to defer subsequent readings and final adoption until coordination with Boise, Meridian and other Ada County cities is clearer. Council and staff said pausing future readings would avoid unnecessary staff work if neighboring cities do not move forward.
Next steps: staff and county representatives will complete intergovernmental agreement language and return to council for further readings only after regional participation is sufficiently certain.
