Cave Creek — The council approved a special-event application for the Horning Toad event (03/27/2026–04/05/2026) and required temporary stipulations aimed at preventing the weekend disturbances residents reported after recent events.
Staff (Speaker 3) explained that any special event lasting more than four consecutive days must come to council under town code 114.02. Staff and multiple council members noted recent weekend incidents and the limited ability of county law enforcement to enforce municipal noise codes; the town marshal is used for special enforcement when available.
Roman Kettler (Speaker 9), co‑owner of the Army Tote and applicant for the permit, told the council his event will be family‑friendly, confined to private property and will not include an extension of liquor premise this year. "We're not the late night spot... We're going to be containing our liquor and beverage sales, and food sales within the confines of the regular premise," Kettler said.
Council members moved to impose three temporary stipulations before final permit approval: post special‑event signage with a contact phone number visible to neighbors, appoint a responsible party to answer that phone, and adjust speaker orientation to minimize nuisance or noise‑code violations. The council approved the motion 6–0.
Next steps: Staff said it will return with longer-term policy and procedure changes on event enforcement and compliance to address recurring disturbances.
