Supporters in the hearing argued the initial vote to create the commission should be easier than the later vote on its recommendations, urging the committee to pass the enabling legislation to force the policy discussion and subsequent floor decisions.
No formal committee vote occurred during the member-day hearing. Members repeatedly urged prompt committee action to bring the commission bill to the floor in this session so the process could begin.
