Reggie White, director of planning and zoning, said staff proposed the change after reviewing development applications that frequently sought variances and comparing Miami Gardens' rules with neighboring jurisdictions such as North Miami and North Miami Beach. "Two parking spaces is really in excess for one bedroom units," White said, adding that an increase in administrative variance would streamline the development review process.
The item was heard in the quasi‑judicial portion of the meeting and staff noted the amendment applies to Article 12 (off‑street parking) and related use‑regulation sections. Public comment on the item was opened and closed with no speakers recorded. The council moved the item, took roll call and recorded affirmative votes; the presiding officer announced the motion passed on first reading.
The amendment is intended to align parking requirements with current development standards and reduce the need for variances, officials said. Because this was a text amendment enacted through the zoning code, further procedural steps may follow before a final adoption depending on noticing and required readings.
