Sussex County approves corrected reappointment and amends SCUMA compensation

The board amended Resolution 13a after county council told commissioners that the resolution’s reappointment language incorrectly described one nominee’s benefit status. County council said the reappointment language for Mr. Patillo stated he “would be reappointed without benefits,” but that Mr. Patillo had been “grandfathered in” because he had served continuously prior to a 2010 law that precludes benefits for part‑time appointees. County council presented a revised resolution to correct the appointment.
The chair then asked for a motion to approve Resolution 13a as amended and Resolution 13b. A motion and second were recorded, and a roll call recorded affirmative votes from Deputy director DeGrupp, Commissioner Hendrickson, Commissioner Silverthorn, Director Space and Commissioner Carney. The motion carried and the amended reappointment was approved.
Later in the meeting, commissioners considered a separate resolution to amend compensation for SCUMA members. County council described the procedural history, saying the proper way to change compensation — including benefits — is to amend or supplement the original 1971 resolution and any subsequent amendments. The proposed resolution would also establish a date certain after which future reappointments would be made without benefits, making clear the commission’s intent going forward.
Commissioners moved to adopt the compensation amendment; a roll call again recorded affirmative votes from the clerk and commissioners and the resolution passed.
The board did not record any recorded dissent on these items during the votes. The revised appointment and the compensation amendment are intended to align SCUMA appointment paperwork and establish clarity for future reappointments.
