Commission schedules March 4 study session to refine SB 11-23 and SB 9 implementation

Commissioners repeatedly raised the need to clarify council direction regarding SB 11-23 (state-authorized changes for single-family zoning implementation) and SB 9, and staff agreed to bring an informational study session on March 4. Commissioners asked staff to: pull and summarize the council meeting tape from Jan. 13, define what the council meant by terms such as "family-size unit," clarify how the single-stair ordinance and other code changes intersect with state law, and present a clean, state-law-compliant SB 9 ordinance for review.
Staff signaled they will convene outreach and likely form a technical working group including residents, developers, architects and commissioners to help refine parameters. The commission repeatedly asked for clearer summaries and a one-page staff memo describing council direction to ensure public clarity before the study session.
Staff also reminded commissioners that a handful of emergency ordinances are expiring and that some downtown IZO items are time-sensitive, creating urgency for some elements to move forward to council while other policy items receive more study.
