The Eureka City Council on Thursday approved a series of routine and procurement actions, including adoption of a resolution to collect unpaid garbage and recycling fees from 233 properties and the award of a sewer lateral replacement contract to Mobley Construction.
Robin Proscar, environmental project manager, told the council delinquent curbside accounts from 2024 (unpaid 60 or more days after billing) were handled under California Government Code section 25831 and that property owners received final notices on May 9. Proscar said returned final notices exclude properties from the auditor submittal and that affected owners would have 20 days after approval to make payment arrangements.
Following a public hearing with in-person and Zoom comments, Council member Castellano moved to adopt the resolution to hold the assessment hearing, hear protests, make adjustments as appropriate and forward the list to the county auditor. The motion was seconded; the council recorded a 5–0 vote to carry the motion. Staff said individual erroneous liens may be removed when records show the debt predated a property purchase.
On procurement, staff presented bid results for the annual sewer lateral replacement (bid 2025‑8), noting the bid removed the 't' connector to lower costs. Council member Castellano moved to declare Mobley Construction the lowest responsive bidder and to award the contract for approximately $1,025,000 (the motion referenced a construction amount and about 5% contingency). The motion was seconded and approved 5–0.
The council also approved the consent calendar by motion, with one item (F2) held, and recorded the routine votes as unanimous where tallies were reported as five yes votes.
Recology’s general manager informed the council that more frequent and centralized mailings and improved APN tracking have reduced the number of delinquent properties on the list compared with the prior year. Staff encouraged residents who believe a lien is incorrect to contact the community services department for resolution.
The council did not modify the overall approaches presented by staff; individual property owners retain the ability to dispute or resolve accounts before final auditor submittal.
