Local community energy authority outlines causes of rising bills, warns of PCIA pressure

Representatives of the Redwood Coast Energy Authority briefed the Eureka City Council on July 15 about factors driving electric-bill affordability and what residents can do to lower costs.
Beth Burks, RCEA executive director, said the agency provides generation services through the community choice aggregator and is working toward 100% renewable energy procurement. Marisha Ramirez, account services manager, walked through how to read a PG&E bill and how RCEA charges are displayed on customers’ statements.
Richard Engel, RCEA director of power resources, told the council that the majority of what customers pay is delivery (transmission and distribution) charged by PG&E, and that the Power Charge Indifference Adjustment (PCIA) — effectively an exit fee — has recently been projected to rise. He said the PCIA’s complex formula can move inversely with market prices and that a rising PCIA reduces the CEA’s net revenues used for customer programs.
Burks and staff outlined help available to residents: enrollment in income-qualified rate programs, an online analysis for the most economic rate, home-energy assessments, and rebates. Marisha noted RCEA’s local customer service team in Eureka and encouraged residents to call if a bill lacks income-qualified credits.
Council members thanked RCEA for demystifying bills; staff said RCEA’s programs have cumulatively delivered roughly $7 million in estimated savings to Humboldt County ratepayers since 2017.
RCEA encouraged residents who think they may be eligible for discounts to contact the authority for enrollment assistance.
