The Eureka City Council on July 15 authorized a not-to-exceed $7,659,000 guaranteed maximum price (GMP) to Swinerton Builders for phase 1 site work at the city’s new Operations Complex, and approved related preconstruction and architecture services and a budget allocation.
Engineering project manager Katie Marcelin reviewed the project timeline, scope and delivery method, explaining the Construction Manager at Risk (CMAR) approach used to reduce delivery time and increase cost certainty. Phase 1 includes grading, new underground utilities, stormwater basins, perimeter fencing, and circulation improvements; phase 2 will cover buildings and systems.
Contractor bids were negotiated following a May submittal; staff said the initial proposal was about $8.14 million and had been pushed down by roughly $500,000 through negotiations. Council authorized the GMP and additional not-to-exceed amounts of $273,000 for supplemental preconstruction services and $324,000 for architecture construction‑administration services, with the city engineer authorized to execute contract documents and a budget allocation of $8,256,000 to account 24047007024.
Council members asked about solar readiness and electrical service; staff said the design includes a 2,000-amp service to support an EV fleet and that photovoltaic (PV) capacity will meet minimum Title 24 requirements with future expansion possible as funds permit.
The motion carried by recorded vote; staff said construction will be scheduled in the dry season and the CMAR team will continue through final design and construction administration.
