The Senate Local Government Committee concluded its hearing day by recapping bills scheduled for executive action and then advancing several measures.
Staff summarized each bill slated for action: cemetery district election provisions, changes to UGA critical aquifer recharge-area conditions, amendments to freight-rail development rules, port tax-increment financing contracting authority, and a public-facilities district deadline for regional aquatic sports facilities. Committee members adopted proposed substitutes where offered and, following discussion, moved several bills forward with due-pass recommendations to the Rules Committee or conveyed passage subject to signatures.
Several voice votes were recorded during the executive session. For example, committee members adopted a proposed substitute to SB 6016 (critical aquifer recharge areas) and moved the substitute to a due-pass recommendation; they also approved SB 5820 and SB 6132 and adopted a substitute on SB 6189 before transmitting it with a due-pass recommendation. In committee discussion, members noted outstanding technical considerations and amendments they expected the sponsors to continue working on.
