Representative Mark Clicker characterized the bill as a modest, practical change to help understaffed, volunteer-run irrigation district boards in rural areas and said it follows a long pattern of small statute amendments to clarify application. The Washington State Water Resources Association and other irrigation and water stakeholders testified in favor, saying volunteer recruitment is a significant challenge and the narrow exception helps maintain functioning boards without removing disclosure and recusal safeguards.
Witnesses emphasized the bill is limited in scope and urged careful drafting to avoid unintended consequences. The committee closed the public hearing on the matter during the session and received supportive testimony from irrigation-district stakeholders.
