Staff briefed House Bill 2,543, which modernizes county clerk fee language and adjusts rates for photographs and electronic exhibits. Yvonne Walker said the bill generally keeps fees stable but sets $5 per photo for exhibit photos, $25 for a digital exhibit copy, consolidates duplicate recording fees to $25 per court date, and allows a $2 handling fee in addition to mailing charges. Under current law county clerk fees are retained locally; staff said the state fiscal impact is assumed to be none while county revenue is indeterminate.
Timothy Grisham, deputy director of the Washington Association of County Officials, testified in support and said recent Supreme Court changes to appellate procedure have changed evidence formats and processing costs, motivating the language updates.
The committee took no final action at the hearing; staff requested a fiscal note (if not already received) remains on file for members.
