During an executive session on Jan. 21 the Senate Early Learning & K‑12 Education Committee adopted proposed substitutes and moved three bills with due‑pass recommendations:
• SB 59‑52 (proposed substitute A): Staff explained the substitute removes the requirement that the State School Directors Association develop a standardized statewide process for excusing high‑school PE participation and instead requires that when a district excuses a student and that student transfers, other districts recognize that excusal. The proposed substitute was adopted by voice vote and the bill was moved to the rules committee with a due‑pass recommendation.
• SB 59‑61 (proposed substitute B): The substitute transfers the Imagination Library program from DCYF to OSPI and adds a provision directing OSPI, subject to appropriations, to contract with a nonprofit experienced in promoting early literacy via pediatric visits. The substitute was adopted by voice vote and the bill was referred to Ways & Means with a due‑pass recommendation.
• SB 59‑69 (proposed substitute C): The substitute removes the elective option for IEP transition plans to satisfy High School & Beyond Plan requirements and directs OSPI to ensure the statewide online IEP system can integrate transition plans with high school and beyond plans to reduce duplication. The substitute was adopted by voice vote and the bill was sent to Ways & Means with a due‑pass recommendation.
All three actions were recorded on the committee floor as approved "subject to signatures" following voice votes; no roll‑call tallies were taken in the public record on Jan. 21.
