Commissioners approve permits, surplus property sale authorization, equipment purchase and DHS contract; move into executive session

The Huerfano County Board of County Commissioners on Jan. 27 approved a series of routine administrative actions, including bulk water permits, a resolution declaring county real property surplus, a procurement purchase order and a contract services authorization, then recessed into executive session to receive legal advice.
Permits: The board approved bulk water permit 26-02 (Michael Brothers) after staff reported an inspection confirmed a small shed (under 120 sq ft) with no violations. The board also approved bulk water permit 26-0003 for Ragsdale/Cisneros at County Road 554; staff said the property has a well that now produces less water than historically and the applicants seek supplemental hauled water. Commissioners discussed that the residence is habitable though it lacks a formal street address and asked staff to confirm addressing rules for permit eligibility.
Resolutions and procurement: Commissioners approved Resolution 26-10 declaring specified parcels surplus and authorizing listing and sale, with staff noting more surplus parcels will be brought forward as title work clears. The board also approved purchase order 2026007 for vehicle/equipment repairs or replacement totaling $5,044.52 for Unit 386 after a brief discussion about in-house repair options.
Contract: The board authorized the chair to sign a contract services agreement for Holly Coulter to provide on-call tele-services for the Department of Human Services, subject to final sign-off by the DHS director and county administrator; staff described the agreement as a standard partial services contract.
Executive session: The board then voted to recess into executive session under Colorado law to receive legal advice on several matters, including Maldonado v. Board of County Commissioners, the Walsenburg Golf Course intergovernmental agreement, DHS matters, code enforcement, jail modernization financing and related requests. The chair stated no decisions will be made in executive session and recessed the open meeting at 10:41 a.m.
