Public Works Director Ryan Preach explained that MDH’s new tiering system — part of EPA lead and copper compliance — requires the city to submit an inventory and secure 45 preapproved homes for sampling in June. The inventory is ordered by construction era, service‑line material and interior plumbing characteristics; tier 1 includes the highest‑risk addresses. Preach said the city will document exemptions (homes with filtration or other disqualifiers) and proceed down the inventory to reach 45 valid samples.
To increase participation, staff proposed a $50 credit on the water bill for participating homeowners. Council approved the bill‑credit program and directed staff to coordinate sample recruitment and documentation for MDH approval.
City staff emphasized they will contact eligible households in inventory order and record reasons for nonparticipation so MDH’s plan can be documented and approved.
