Committee advances four measures in executive action; public hearings held on two bills

The Senate State Government, Tribal Affairs and Elections Committee advanced four measures (SCR 8406, SB 5825, SB 5863 and SB 5840) in executive session and then held public hearings on SB 5827 (veterans preference) and SB 5968 (permit/licensing reform).
The Senate State Government, Tribal Affairs and Elections Committee on Jan. 16 voted in executive session to advance four measures to the rules committee and then moved to public hearings on two additional bills.
Senate Concurrent Resolution 8,406, which would reestablish the joint select committee on civic health, was moved by the vice chair and the chair ruled the resolution passed, subject to signatures. Greg Vogel, committee staff, had introduced the resolution and told the committee there were no amendments.
Senate Bill 5,825 was advanced after the committee adopted proposed substitute A, a technical change aimed at aligning gift-solicitation language with other committees. Danielle Creech, staff to the committee, said the substitute removes references to an expired program.
Senate Bill 5,863, dealing with preservation and inspection of state historical records and extending a moratorium on destruction of Lakeland Village records, was moved and advanced after brief remarks of support from members in attendance.
Senate Bill 5,840, which adjusts campaign finance reporting schedules (monthly expenditure reports on the 10th and additional filings on the 25th for July–October) and includes Amendment C allowing a certification alternative for committees below a $750 threshold for January–June reports, was amended on the floor (Amendment C as amended was rolled into a proposed substitute) and advanced; the committee recorded the bill as passed subject to signatures and noted an adjusted implementation date in floor discussion.
The committee then recessed the executive session and opened the public hearing portion of the agenda to take testimony on Senate Bill 5,827 (veterans preference qualifying discharge) and Senate Bill 5,968 (permitting and licensing processes). No final committee votes on those two bills were recorded during the public hearing portion; both hearings were closed to accept further consideration at a later date.
