Senate Bill 5942 (sponsored by Chair Claire Wilson) would update the statutory structure of the Department of Children, Youth, and Families oversight board. Committee staff said the bill renames the entity the DCYF Accountability Board and places it administratively within the Office of Financial Management for administrative purposes only.
The measure replaces a statutorily enumerated list of 18 required outcomes with a process for the board to select priority performance measures biannually and requires a biannual report to the governor and Legislature beginning in 2027. Staff noted the bill strikes two powers related to contract review and final review of certain licensing decisions.
Supporters, including Kim Justice (Partners for Our Children), said the changes will let the board focus on high-priority outcomes and increase efficiency. Committee members asked clarification questions about whether the bill would limit contract review authority; staff confirmed that one contract-review power described in statute would be removed in the version presented.
A fiscal note had been requested and was not available at the time of the hearing. The committee closed the hearing after testimony and questions.
