Nancy Lutz, superintendent of the Selkirk School District near Ione, told the committee that adding solar to a current construction project would increase costs by about $100,000 — an amount she said could stall the project in a district that has attempted bond measures repeatedly and lacks local utility incentives. Lutz asked lawmakers to allow statutory flexibility that accounts for snow loads, distance to service providers and local procurement capacity.
Senator Short, the bill sponsor in attendance, described the bill as a targeted, pragmatic request from a constituent district meant to balance energy goals with local realities. The committee paused the remaining public testimony to reconvene at the next meeting because a K‑12 committee meeting was scheduled in the same chamber.
