Municipal League risk manager outlines insurance, claims and training services for Alamogordo

In a work session Tuesday evening, Clinton Nicely, risk services director for the Municipal League Self Insurers Fund, gave Alamogordo officials an overview of the Fund's insurance and risk‑management services and why smaller municipalities rely on pooled coverage.
Nicely described the Fund's underwriting of liability, workers' compensation and property coverage and referenced the state's statutory framework for the Fund ("article 62 of chapter 3" was cited on the record). He reviewed recent court decisions that have changed municipal exposure and venue rules and urged the city to take advantage of the Fund's training programs, legal resources and agency assistance when contemplating actions that could create claims.
He offered to return for targeted training — including on IPRA, open meetings and social media — and emphasized the Fund's role in assigning counsel and supporting claims management. Commissioners asked about tailored trainings (including AI and social media law) and Nicely agreed to deliver sessions the commission requested.
The session was informational; no council action was required.
