Kat, representing the Trails Committee, updated the Community Preservation Committee on the Peninsula Trail Phase 2 work and asked CPC to consider allowing the Phase 1 balance to be applied to Phase 2. The Trails Committee seeks flexibility so it can prioritize construction of a pedestrian bridge (the minimal deliverable) while preserving the option to pursue the full boardwalk if external grant match (MassTrails) is secured.
Freddie, CPC staff, and committee members cautioned that moving funds or changing the project scope could require explicit town‑meeting action and that warrant language must clearly state the possible uses and limitations of transferred funds. Committee members also asked for precise cost estimates, a legal review (the committee asked Freddie to consult Stewart/Stuart at the coalition/counsel), and clear language on whether money would be used as match for a 2027 MassTrails grant.
The Trails Committee agreed to return with a revised scope, detailed cost numbers and proposed warrant language. Freddie said she would draft a warrant article reflecting the committee’s guidance (no additional CPC funds requested at present) and check whether changes would require separate warrant articles or other procedural steps. The CPC set follow‑up work for its February meeting and scheduled additional conversations between Kat and Freddie to firm up options.
