Elgin council approves resurfacing contracts, easement, lead-line replacement and consent agenda; several motions pass unanimously

At the Jan. 28 Committee of the Whole meeting, Elgin council members approved a series of infrastructure and procurement items in the public-works portfolio.

Design engineering services for the McClure Avenue resurfacing project were approved for Engineering Enterprises Inc. (EEI). That agreement will cover pavement repairs, milling, resurfacing, drainage and ADA sidewalk upgrades as part of the city’s 2026 neighborhood and collector resurfacing program; council approved the item by roll call, recorded as 9–0.

Council also approved a design services agreement for the Shales Parkway and East Side Streets resurfacing project with 'Fairgram and associates' covering multiple east-side streets (North Gifford Street, Jefferson Street, Martin Drive, Chippewa Drive, Duncan Avenue, River Bluff Road, Prospect Boulevard, Augusta Avenue and the south continuation of Shales Parkway). The item passed after brief council remarks, recorded 9–0.

The council accepted public improvements and easement documentation related to a building expansion at 1415 Madeline Lane, which required relocation/vacation of an existing water main and installation of replacement infrastructure; staff said the easement terms were negotiated with the property owner and the motion passed 9–0.

On bids, the council moved, seconded and approved awarding Bid No. 25-063 (Year 5 lead service line replacement on Saint Charles Street) to Triant Construction Corporation of Saint Charles; the transcript recorded the award and a roll-call approval (9–0). Council also authorized a payment to 'Condenser People Incorporated' as presented on the agenda and approved the consent agenda and miscellaneous business items, again by unanimous vote.

Council discussion included a brief endorsement of using multiple contractors for east- and west-side projects, and a reminder that projects listed as ADA upgrades will be coordinated with the ADA transition plan and the Active Mobility plan. Several items were described as engineering-service agreements to be followed by construction advertising and separate contract awards in the 2026 construction season.
