Council restores funding support for Ed White senior housing renovation; 71 affordable senior units planned

The City Council approved a funding resolution to replace previously reallocated American Rescue Plan Act (ARPA) funds for the Ed White Hospital redevelopment, enabling the St. Petersburg Housing Authority to close a construction loan and begin the housing portion of the renovation.
City staff said ARPA funding originally reserved for Ed White totaled about $5.938 million and that Penny for Pinellas provided an additional $3 million, for a prior total of about $9.938 million allocated to support the project. Administration recommended restoring approximately $5.9 million to allow the Housing Authority to proceed with housing construction.
The planned mixed-use renovation will house the Housing Authority's new administrative offices on the ground floor and 71 affordable senior units above, restricted to households at or below 60% AMI. The Housing Authority noted an existing construction schedule and said offices have already begun office construction; the housing portion would begin once the construction loan closes and city funding is in place.
Council members questioned operating reserves, unit mix and services; Housing Authority representatives said reserves will be maintained as required by federal funding rules and that the project includes leased space to Everard Health to provide on-site health screening and services for both residents and the broader community.
Action taken: council moved and approved the funding request by roll call.
