The Hammond Redevelopment Commission on Oct. 21 approved a series of property, consultant and administrative actions during a regularly scheduled meeting.
Staff opened one bid for parcel 1134‑36 Conkey Street from Miller Kim and Woon Kim of Chicago with a proposed purchase price of $11,600 and an earnest money check; the commission referred the bid to staff for review. The commission also approved a $5,000 Phase I environmental site assessment proposal from Patriot Engineering and Environmental for 5009 Calumet Avenue.
The commission authorized advertising for proposals to support the annual action plan and HUD program budgets (CDBG, CHDO, HESG) and approved advertising requests for qualifications to solicit environmental, housing services, financial, appraisal, redevelopment legal, HUD/IDIS and a new small business consultant.
Staff reported the commission owns one three‑way liquor license and authorized an RFP for its sale. Bidders will have the option of a minimum purchase at $35,000 or a management/lease arrangement; staff said bids will be due at the second November meeting.
On real estate transactions, the commission approved purchasing 6835‑37 Kennedy Avenue, described as a 1.67‑acre vacant parcel in Hessville, for $195,000 (staff said the owner has signed and the city controller reviewed the amount). The commission also awarded the previously opened bids for 5658 Walter Avenue to Reyes Dream Casas Inc. for $5,000 to construct a new single‑family home in Jacob Square. The register of claims (R67684 through R67781) dated Oct. 1–Oct. 15, 2025, was approved by roll call.
All items recorded in the meeting passed on unanimous roll calls or voice votes where noted. Public comment was opened and closed with no speakers recorded. The meeting adjourned after a motion to adjourn carried unanimously.
