Hammond’s Board of Public Works and Safety spent a substantial portion of its Oct. 23 meeting on property-status reports, scheduling continuances and preparing one parcel for demolition bidding.
Staff reported that 5217 Homer has had panels removed and raised concern that the property might be "flipped" without required environmental remediation. "...it seems to be an effort to flip the property," a board member said; staff told the board the parcel will be part of a demolition bid package expected to go out Dec. 18 unless the bids or owner actions change that course.
Separately, the rehab agreement for 7470/7415 Montana (owner Zbigniews Gula) is expiring; inspections show substantial progress but a discrepancy remains, so staff requested a 30-day continuance and the board set a status review for Nov. 20. The board also set Nov. 20 status dates for 51 Web while staff confirms whether a tax certificate was redeemed or assigned and who currently holds title, and asked inspections staff to perform a complete walk-through of 2104 Sherman (owner Mr. Fentress) and bring updated photos ahead of Nov. 20.
Board members emphasized that further action — demolition, continued rehab, or orders to appear — will be driven by inspection results, ownership status, and the outcome of demolition bids. No immediate demolitions were authorized at the meeting; the board recorded the plan to issue demo bids for 5217 Homer and set multiple items for follow-up.
