Hammond Board approves updated Title 6 plan to protect grant eligibility

The Hammond City Board of Public Works and Safety on Oct. 23 approved an updated Title 6 nondiscrimination plan intended to keep the city eligible for state and federal roadway funding.
City staff told the board that the city’s existing Title 6 nondiscrimination policy, adopted in 2016, must be updated because the Indiana Department of Transportation is tightening rules governing the Community Crossings Matching Grant. "They're going to make the funding more restrictive," a staff member said, urging adoption of a current plan so the city would qualify for the upcoming grant round and be prepared if federal authorities audit the municipality.
The plan, the staff member said, had been reviewed by the city council and in-house counsel; a board member recommended approval and the chair concurred. The board approved the update by consensus.
Officials said the updated plan is primarily precautionary: it clarifies nondiscrimination procedures and recordkeeping that grant administrators can review during eligibility checks and audits. The board did not add further conditions at the meeting.
Next steps: staff will file the updated plan with the appropriate grant applications and retain documentation for potential audits by federal or state reviewers.
