Hayward GAD Board Confirms Parcel Group 3 Assessment, Board Votes Unanimously

The Hayward Geologic Hazard Abatement District board voted unanimously Jan. 27 to accept mailed ballots and to confirm a geologic‑hazard assessment for the Parcel Group 3 development.

Haley Ralston, the GAD manager, presented resolutions 26‑01 (accept tabulation of votes) and 26‑02 (confirming and ordering the levy of the assessment). "My name is Haley Ralston. I am a geologist with NGO who serves as the GAD manager for the Hayward GAD," Ralston said during the hearing. She told the board the engineer's report estimates roughly 215,000 square feet of habitable space across the two parcels and recommends a total annual budget for the Parcel Group 3 portion of the GAD of about $54,686.

Ralston said property owners had been notified of the public hearing and had received ballots. The GAD clerk opened mailed votes during the meeting and reported that property owners who returned ballots — including La Vista LLP and Strategic Partners LLC — voted yes. With no majority protest reported, the board moved and adopted the resolutions; the chair announced the measures passed unanimously.

Ralston also briefed the board on routine winter monitoring and said staff would return with the annual budget later in the spring. The board adjourned its portion of the concurrent meeting and the City Council session followed.

Actions taken: the GAD accepted the ballot tabulation (resolution 26‑01) and confirmed and ordered the levy of the assessment for Parcel Group 3 (resolution 26‑02). No protests were sustained in the ballot tabulation presented at the meeting. The engineer's budget figures and square‑foot estimates came from the engineer's report presented by staff.
