Conservation Commission ratifies emergency water-main repair, rescinds enforcement order and elects officers

At its Jan. 28 meeting the Lowell Conservation Commission ratified emergency work, closed an outstanding enforcement matter and completed routine administrative business, including electing officers for 2026.

City staff member Peter described an emergency certification issued to the Department of Public Works to repair a water-main break at 110 Industrial Ave within 100 feet of River Meadow Brook that had left portions of the Highlands without water; the commission ratified the emergency work by voice vote.

The commission also noted work at 73 Weber St. appeared to be completed and voted to rescind the outstanding enforcement order. Commissioners approved the Jan. 14 meeting minutes.

For governance, commissioners nominated and voted to appoint Bradley to continue as chair and nominated Commissioner Downes as vice chair; the motion to elect the chair and vice chair carried on a combined motion and voice vote.

Why it matters: Ratifying the emergency certificate documents that the commission acknowledges and retroactively approves emergency work undertaken to restore water service in a riparian-adjacent location; rescinding the enforcement order closes a long‑standing compliance item. The election establishes leadership for the commission’s 2026 proceedings.
