The commission’s correctional facilities liaison reported changes to inmate communications after earlier phone access problems: inmates can now call the commission message line, leave a request, and a commissioner will follow up to arrange a visit.
During a recent visit, liaison members described poor conditions in one housing unit, including ceiling “bubbles” and drips onto a table where an inmate was seated. The liaison said those observed conditions left visiting commissioners concerned about facility maintenance and sanitation.
The commission discussed logistics for future visits — escort procedures, no-cell-phone policies in the visitor area and options for scheduling weekend or Tuesday visits for male and female inmates. Commissioners emphasized that the commission’s role is not to provide legal advice and said callers seeking legal assistance should be referred to Northern California legal services or similar providers.
Commissioners agreed to coordinate visits by email and to attempt Saturday mornings at 9 a.m. for future inspections. They also noted a new in-jail signage clarifying the commission does not provide legal counsel should reduce legal-referral calls.
“I was in there talking to the inmate, drips were dripping down onto the table,” the liaison said, describing the observed condition and urging further inspection.
