Youth Human Rights Commission outlines bylaws, access to $1,500 startup funds

Rowan Estlund, a 17-year-old senior at Academy of the Redwoods, reviewed the youth Human Rights Commission’s early organization and priorities Tuesday evening, saying the group is drafting bylaws, developing a website and planning outreach to students.
“Right now, we’re not an organization … we’re defining how we operate before we actually start operating,” Rowan said, describing an eight-page bylaw draft and plans for standing committees on incarceration, immigration and youth homelessness. Rowan added the group has a logo and social media accounts but needs a discoverable website to broaden outreach.
Commission treasurer staff confirmed a $1,500 deposit to the commission account, bringing the balance to $5,614.92. Commissioners discussed several options for allowing the youth commission to access funds, including a petty-cash box, a separate checking account under the commission umbrella or prepaid credit-card-style controls for limited spending.
Several commissioners recommended a modest petty-cash arrangement to begin, with the youth commission providing receipts and basic accounting to the adult commissioners. Commissioners also encouraged the youth to prepare a short public-service announcement the commission could help disseminate and offered to rebroadcast social posts to raise awareness of appointments and recruitment.
The commission agreed to continue the conversation at the next meeting and to formalize an access process before the youth group begins regular spending.
