A presenter (Speaker 13) explained the ordinance was originally drafted to address a request from the Kansas Racing and Gaming Commission concerning underage gambling at Gillies, but staff recently learned the legal characterization of the gaming devices in question may fall under pari-mutuel betting because the machines are based on historic horse-racing results. Speaker 13 said that finding changes the appropriate statutory reference and that the ordinance would need substantial revision to reflect correct statutes and terminology; staff asked the council to table the matter and return a corrected ordinance at the first February meeting.
Councilmember Charlie Davidson moved to table the ordinance until the next meeting; Jim Schrader seconded. The motion to table was approved (voice vote). No substantive action on the proposed code change was taken during the Jan. 27 meeting.
