Brevard County parks manager outlines $2M-plus Titusville park spending, urges MOU review

Jeff Davis, North Area operations manager for Brevard County Parks and Recreation, presented a detailed accounting of recent expenditures at Titusville parks during the City of Titusville’s Jan. 29 special presentations meeting.
Davis said the county is responsible for operations across 44 parks in the North area and listed work completed in Titusville, including Marina Park pavement and South Parking repairs, Sandpoint Park paving projects, playground replacements, restroom renovations and contract mowing line items. "Total of expenditures that I've calculated is $2,000,005.30," Davis said while itemizing site-level costs and FEMA- or DEP-funded repairs at the marina.
Council members thanked Davis for his service and pressed for clearer breakdowns. Councilmember Muskoso noted the city's interlocal agreement with Brevard County, saying the agreement "started in 1992, and it's evergreen," and suggested the council should consider whether the agreement’s terms and review schedule remain appropriate.
Councilmembers asked for timelines and project-status detail so the public can see what projects are underway and when they will be completed. Davis suggested participation on advisory boards assigned to each park and encouraged residents to attend those meetings to help set priorities.
Members also discussed revenue and partnership options to support youth programming and facilities; multiple council members pointed to examples of community partnerships and donations used elsewhere in the county for splash parks and youth amenities.
Mayor and council praised Davis ahead of his upcoming retirement and reiterated an interest in revisiting the memorandum of understanding with the county. The presentation was informational; no council action was requested or taken.
