Riverside property owners say planned lift station would encroach on private land; council pulls contract

Titusville — Residents living along Riverside Drive told the City Council Jan. 29 that portions of a planned Bayview/Seminole lift‑station project appear to be located on private property, and the council pulled and tabled the contract so staff can investigate.
Will Pringle, who lives at 1240 Riverside Drive, said a professional survey completed the day of the meeting showed recent city work and a newly installed green box relief valve on his property. "Using a survey completed in 2022...it appeared that the property that the proposed underground lift station may extend onto our property," Pringle said, adding he had private surveyor stakes placed the same day.
Pringle and his wife, Kathy, asked council to delay award and direct staff to review property lines, confirm right‑of‑way or easement authority and meet with the owners before proceeding. Scott Cutter, a neighbor, said the city had promised informational meetings that never occurred and asked for clearer communications.
City staff said the project is tied to a resiliency grant and time‑sensitive, but acknowledged the survey was just completed and recommended a review to reconcile differences. The council voted to pull item 8d from the consent agenda and then to table the project to Feb. 10 so staff can meet with the property owners and confirm boundaries.
The action does not cancel the project but pauses contract award and directs staff to reconcile survey data and right‑of‑way before proceeding.
