Mayor Thompson and Councilmember Isabel Piedmont Smith used the town hall to set a public timetable for parts of the city’s housing strategy and to explain incentives intended to produce more affordable units.
Mayor Thompson said the city expects a Hopewell South groundbreaking “by September 2026” and that early earth-moving is already underway. She said the administration is building recapture models and ownership opportunities into Hopewell so units sold to owner-occupants can remain affordable; she cited prototype houses “as low as $83,000.”
Councilmember Piedmont Smith, speaking for the council, described recent revisions to the city’s developer-incentive program. The baseline affordability threshold for incentives was lowered from 120% of area median income (AMI) to 90% AMI. For higher tiers of incentive — which permit greater height or density — a portion of units must meet deeper affordability levels (examples discussed included units at 70% AMI and tiered percentages for required units).
Context and constraints: Thompson emphasized that supply alone has not reduced housing costs locally and noted state preemption limits municipal tools. She said rent control is illegal in Indiana. The mayor also said the state’s SEA 1 tax changes will shift some tax revenue to the state, affecting local funding options.
