Public Works Committee forwards multiple right-of-way purchase resolutions for pedestrian, bicycle projects

The Jonesboro Public Works Committee on an administrative vote forwarded a series of resolutions to the full City Council to acquire small right-of-way parcels needed for pedestrian and bicycle infrastructure and to accept a drainage easement.
The committee chair introduced Resolution 25-81 to buy additional right-of-way at 3507 Aggie Road, described in the packet as 1,155 square feet with an offered purchase price of $3,465. “Whereas the city of Jonesboro, Arkansas desires to purchase the following scribe right of way for the purpose of constructing and maintaining pedestrian and infrastructure improvements,” the chair read, noting the purchase would be funded from the capital improvement budget. Council Member (unnamed, S2) asked whether pricing was consistent; the chair said most parcels are priced at $3 per square foot, while very small parcels are subject to a $500 minimum, which increases the per-square-foot cost.
After discussion, the committee moved and seconded the resolution and unanimously approved forwarding it to the full council for final action.
The committee proceeded to read and forward similar resolutions for adjacent parcels: Resolution 25-082 (3505 Aggie Road, 872 sq ft, $2,616), Resolution 25-083 (3700 Blue Ridge Circle, 57 sq ft, $500 minimum), Resolution 25-084 (3704 Blue Ridge Circle, 964 sq ft, $2,892), Resolution 25-086 (103 Marks Street, 49 sq ft, $500 minimum), an additional 25-086 variant for 3515 Aggie Road (1,291 sq ft, $3,873), and Resolution 25-092 (3509 Aggie Road, 1,060 sq ft, $3,180). For each item the chair presented the legal description, stated the square footage and purchase price, and the committee moved, seconded and voted to forward the measures to full council.
The committee also approved Resolution 25-096, authorizing the mayor and city clerk to accept a 15-foot drainage easement from Patsy C. Brown to construct and maintain drainage improvements. The chair read the easement description and the committee voted to forward the acceptance to the full council.
None of the packet items were voted onto final passage by this committee; each measure was forwarded to the full City Council for final approval and execution. The chair said funding for the purchases will come from the capital improvement budget and that the accepted easement carries a specific legal description recorded in the packet.
The committee adjourned after completing its agenda.
