The Contra Costa County Housing Authority on March 11 received a public report on workforce vacancies, recruitment and retention required under AB 25 61 and outlined steps staff are taking to fill positions.
Staff told the board that under the law effective Jan. 1, 2025, agencies must present vacancy and recruitment status during a public hearing before adopting their final budget. Housing Authority staff said the authority has two bargaining units with AFSCME PEU Local 1 and that both bargaining units have vacancy rates below 20 percent. "As of 01/01/2025, all public agencies in California must present the status of their vacancies and recruitment and retention efforts during a public hearing before the agency's governing body at least once per fiscal year," the presenter said.
To improve recruitment and retention, staff said the authority is keeping key positions continuously open for applications, increasing salaries within federal fiscal constraints over recent bargaining cycles, revising minimum qualifications for near-entry-level roles, consolidating overlapping job descriptions and exploring new advertising channels. Commissioners asked whether county reporting would follow the same schedule; staff replied the county's report will be provided as part of the county budget hearing.
There were no public comments on the item. A motion to receive the report passed unanimously, 7-0. The board recorded the vote with Commissioners Gioia, Bergus, Carlson, Scales Preston, Anderson, Jordan and Segarra voting in favor.
The hearing satisfied the group's AB 25 61 obligation; staff said they will return with any additional details if vacancy or budget projections change.
