Housing Authority staff briefed commissioners that the conversion of the former Los Deltas public‑housing site in North Richmond has proceeded rapidly: 17 of the 18 parcels now have purchase‑and‑sale agreements and one parcel has already sold. Joseph, the Authority presenter, said most buyers are former Los Deltas residents or people who live or work in North Richmond.
Staff said HUD has been notified and that the Authority expects HUD approval of the sales within one to two weeks. Joseph framed the approach as an effort to preserve neighborhood ties while redeveloping the site, saying the Authority is “trying to do what they call, development without displacement.”
The Authority noted some transactional complications — for example, buyers encountering tax issues on properties they do not yet control — and said staff are working with purchasers and partners to resolve those issues. No public comment was received on the sale report and the commission voted to accept the report.
Staff will notify the board when HUD signs off on the sales and continue coordinating with local partners and residents.
