Engineers outline $2.7 million in potential repairs for Edgewood and Esplanade collection systems

Robinson Engineering presented the results of a limited televising and field inspection program for two high-priority collection-system areas, Edgewood and Esplanade, and provided preliminary cost estimates and a recommended phased approach.
Tom Nagel told the board that Edgewood and Esplanade are challenging because many sewers are rear-yard lines. Based on the sample footage and field visits, Robinson estimated three major cost categories: cleaning and televising, manhole inspection/rehabilitation, manhole repair and sanitary sewer lining. The engineering firm estimated total costs of about $2,175,000 for the Edgewood rear-yard sewer work and about $573,000 for Esplanade.
Robinson recommended beginning with contractor-led cleaning and televising and concurrent manhole inspections to develop a full condition assessment and prioritize the worst sections. The firm said combined contracting for both areas could yield economies of scale and lower the total cost. Robinson estimated the cleaning/televising phase would take roughly four months with manhole rehabilitation and lining requiring an additional four to five months, for an overall program of about 13 months from start to finish if work proceeded continuously.
Board members asked about access constraints and lining techniques; Robinson described cured-in-place pipe lining and said contractors have specialized equipment for inaccessible backyards. The board did not authorize construction funding at the meeting but directed staff to fold these estimates into the capital-improvement plan and to pursue funding and scheduling options.
