The districts controller reviewed fund balances and budget mechanics at the Jan. 28 meeting, noting the refuse fund balance at $2,143,311.21 and the sanitary-district grant fund at $249,977.25. The controller said some funds were shifted into the grant fund to reflect local matching dollars for two compressed-natural-gas (CNG) trucks tied to a grant.
The controller emphasized the need for clearer purchase-order encumbrance and the use of budget amendments to correct timing issues when an expense was planned in a prior fiscal year but posted in the current year; she said she would prepare a budget amendment of $10,500 related to a copier purchase that had been expected in last years budget.
On the claims docket, staff presented a total of $1,681,216.39 in bills, including sanitary district claims of $1,071,167.33 and salary/tax district claims of $610,049.06. Board members moved and seconded payment of the claims and approved them by voice vote. Officials discussed a high-dollar initial payment (about $731,000) to Best Equipment for vehicles that would be stripped and scrapped as part of a grant reimbursement process; staff said those expenses would be reimbursed by the grant (Drive Clean Indiana/Drive Indiana) after documentation was provided.
The board voted to pay the claims and moved on to new-business agenda items.
