Nicholas Bradshaw, acting as the City of Knoxville public officer, affirmed a series of boarding actions and issued or affirmed repair orders for multiple properties during the Jan. 30 hearing.
Staff described each property, the date of inspection or boarding, and the public‑safety basis for corrective action. The public officer affirmed the City Public Service Department’s boarding action and related charges for 5800 Parkdale Road, noting the building was an “attractive nuisance” and dangerous because it was open and accessible to children and the general public. Steve George, representing the Parkdale property, said he and others boarded the house the same day the city crew acted and provided photographs showing more extensive boarding; he said he was willing to pay assessed charges but wanted confirmation his work met the city standard.
Elder and other staff explained the city’s timeline: inspection on 05/20/2025, notice mailed 05/21/2025 with a reinspection date of 06/04/2025 and city boarding on 06/05/2025. Staff offered to review prior history and, conditionally, to waive a $100 administrative fee if the owner ensures the property remains secured. The parties agreed staff would follow up after the meeting to confirm the final invoice and payment arrangements.
The public officer also issued 60‑day repair or demolition orders (as noted) or affirmed boarding charges for the following properties: accessory structure only at 3332 Midway Street (60 days), 2036 Seminole Avenue (60 days for the main house), 5501 Westover Drive (60 days for a two‑family dwelling with failing decks), 8220 Gleason Drive (boarding charges affirmed for a former car wash boarded on 04/04/2025), 208 East Morelia Avenue (boarding charges affirmed for boarding on 11/21/2025), and 4810 North Middlebrook Pike (historic house boarded 04/28/2025; charges affirmed).
Bradshaw said the city’s corrective actions are limited to securing openings and addressing immediate hazards and that failing to complete required repairs or obtain final inspections within the time provided may result in placarding, vacation and closure and that the city could perform corrective work with costs becoming a lien against the property. The hearing was adjourned at 10:05 a.m.
