Knox County to interview telecom providers as it updates utility permitting for UDO

Director Snowden told commissioners the county is responding to a September resolution to incorporate a comprehensive utility permitting process into the Unified Development Ordinance. The county has contracted a design firm and a communications firm to interview municipal and private telecom providers to learn what works and what could improve in the permitting process.
"We're gonna actually engage with about 25 of those folks," Snowden said, describing one-on-one interviews scheduled for the following Thursday and Friday. Snowden said the consultants will identify weaknesses and strengths to inform updated regulations and that the infrastructure and public-improvement standards (the subregs and street standards) that house these rules will be drafted as part of Module C.
Snowden said draft regulations will be presented in upcoming modules and the county hopes to implement improved utility-permitting processes alongside the final UDO later in the summer. No formal action was taken in the webinar; the remarks were informational and part of the ongoing drafting process.
