Kootenai County commissioners on Jan. 30 adopted Resolution 2026-11 to establish commissioner districts under Idaho Code §31-704 and to supersede Resolution 2026-04.
Dave Christiansen told the board the resolution corrects split precincts from the earlier document and aligns the language with the map the board had previously approved. Legal staff advised that the new resolution contains substantive changes and should supersede rather than merely correct the prior resolution.
"We're here today to basically bring forward a resolution to correct the commissioner dispute resolution that we did a couple weeks ago," Christiansen said, explaining the purpose was to align precinct boundaries to the approved map. After discussion, Speaker 3 moved to approve Resolution 2026-11; the motion was seconded and approved by the commissioners present.
The resolution references Idaho Code §31-704 as the statutory authority for establishing commissioner districts. The county clerk's office will carry out the administrative steps needed to update records and implement the new district boundaries.
The board recorded the action as replacing the earlier resolution; the meeting minutes note the change was prompted by split precincts identified after prior approval. No public comment on the resolution was recorded at the meeting.
