Hutchinson adopts 2026 legislative priorities, adds support for CAP training facility

The Hutchinson City Council adopted the city's 2026 legislative priorities on Jan. 27, a routine document the city shares with state legislators to outline local requests and positions.
City staff said the updated priorities remove the previously listed HAS facility while adding explicit support for completion of the CAP training facility near Airport Road. Staff and county representatives described multi-jurisdictional funding challenges, noting the recent absence of a state bonding bill has limited progress on larger capital projects. Because of that, the county and city are preparing to use pooled local funds to complete immediate needs such as a roof replacement and wash-bay repairs, then reassess larger components of the training facility project.
A county or project representative explained a scaled approach: a 3.7 million dollar phase has been advanced after scaled-back funding expectations. City staff said the fund that will be used for local contributions is composed of city, county and state allocations (roughly one-third each, per staff) that historically have been pooled for maintenance and capital planning.
Council adopted the priorities by voice vote. Staff said the city may return with more detailed council items relating to CAP as project specifics and funding requests are finalized.
