San Rafael council adopts 2024 General Plan/Housing Element annual progress report

The San Rafael City Council voted unanimously on March 17 to adopt the city’s 2024 General Plan 2040 annual progress and housing-element report and to direct staff to submit it to the California Department of Housing and Community Development.
Planning manager Margaret Kavanaugh Lynch summarized the report and the city’s housing pipeline: 440 dwelling units were submitted in calendar year 2024 and 227 of those were entitled; staff corrected a previously reported Northgate total to 1,422 dwelling units in the entitlement column. Kavanaugh Lynch said the balance between submitted and entitled units included a large 213‑unit project at 930 Erwin that is moving toward planning commission review.
The presentation noted permitted and completed units appear in later years of the pipeline, and the city logged 34 accessory dwelling units in 2024 (12 of which were treated as low‑income by size under state rules). Staff emphasized the difference between entitlement and building permits: entitled projects still require construction financing and utility signoffs before a shovel can go in the ground.
Council members asked for more detailed RHNA threshold numbers used to determine SB 35/SB 423 categories and for clearer notation in program implementation tables indicating when items are targeted (rather than showing them as "no action"). Staff said they would revise notes to clarify targeted years and report back.
The council’s roll‑call vote on the report was recorded as 5–0.
Next steps: staff will file the adopted report with HCD and follow up with clarifying edits and additional detail on pipeline timing and targeted program implementation dates.
