Norristown awards three-year janitorial contract to DSC Solutions amid council questions on local participation

Municipal staff recommended awarding a three-year janitorial contract to DSC Solutions LLC for $95,868 following a competitive RFP process; council approved the award by roll call.
Staff said 137 unique vendors downloaded bid documents, 12 complete proposals were submitted and a multi-department selection committee interviewed the top three. The selection cited capacity (about 100 employees within 15 miles), certification of much of the vendor’s staff, and the ability to provide supervisory reporting via QR codes. Staff said the recommended contract price represents a substantial savings compared with current costs and that the contract includes a 30-day written-termination protection if services are unsatisfactory.
Several council members asked whether the three-year term limits opportunities for local businesses, whether the recommended firm offered sufficient on-site staffing for daily cleaning, and how the municipality would monitor performance during the transition. Staff said oversight will be led by Public Works, reporting and QR-code logs will be available, and the procurement committee considered staffing, existing municipal clients and pricing in its scoring.
Council members urged municipal staff to offer more bid-preparation assistance to local small businesses going forward. After discussion the council moved, seconded and approved Resolution 25-106 to award the contract.
