Northborough CPC agrees to $10,000 CPA administrative match for BWALT feasibility study

Planning staff described the opportunity as time‑sensitive: Westborough already has state funding for a linked intersection and trail segment, Shrewsbury has signaled willingness to participate, and multiple letters of support were submitted to strengthen the MassTrails application. The planning presentation noted the MassTrails program requires a 20% match; the $10,000 would be cash from the CPC administrative fund while the balance of Northborough’s share would be in‑kind staff and volunteer time (the presentation stated a town share of about $14,000 including in‑kind services and cited a total study cost near $70,000).
Supporters highlighted potential benefits: a paved multiuse trail for walking, cycling, rollerblading and wheelchairs; improved low‑stress connections between large apartment complexes on Route 9 and the commuter rail station in Westborough; and expanded recreational and tourism opportunities mentioned in the town’s master plan. Committee members also discussed other trail priorities (including an aqueduct alignment and bridge questions) and said the feasibility study would provide cost estimates and design options useful for staged construction.
The committee approved the administrative match by voice vote; members also authorized sending a recommendation letter to the MassTrails program director. If the grant is awarded, planning staff will document the town’s match and proceed to design‑phase funding discussions.
