Summary
City administrator Fidel Maltés introduced Chelsea Palante, the city's first master plan since 1970, saying it will guide growth for 15 years on housing, jobs, parks and public space; staff will release draft scenarios and hold workshops before presenting the plan to the planning board and City Council.
Fidel Maltés, Chelsea city administrator, announced the Chelsea Palante master plan, calling it the city’s first comprehensive plan since 1970 and a 15-year framework for housing, employment, parks and public spaces. "Este es el primer plan maestro de nuestra ciudad desde 1970," Maltés said, and he said staff used outreach input to shape the plan’s mission, values and vision.
Maltés told residents that more than 1,200 people shared ideas during the planning process and that a steering committee made up of residents, business owners and representatives helped develop the draft. "Su respuesta y entusiasmo han sido increíbles. Más de 1200 personas compartieron sus ideas," he said.
The city is entering a development, review and documentation phase in which officials will show alternate scenarios for parks, streets and housing and hold priority workshops for residents to indicate preferences. Maltés said the city will share a draft master plan for community review and later present it to the planning board and the City Council for formal approval.
Maltés highlighted community strengths identified during outreach — neighborhood ties, support organizations, working-class pride and valued parks — as guiding priorities for the plan. He also noted community events tied to the project: the Chelsea Palante Fest, where the plan and the selected logo were revealed, and an invitation to a forthcoming festival on March 14, 2026.
Next steps are public workshops and a posted draft for comment before the plan goes to the planning board and City Council. Maltés emphasized the community-led approach: "Cada voz importa, y juntos estamos construyendo una ciudad donde las ideas de todos cuentan."
