The chief said he reports to the police commission rather than directly to the first selectman and highlighted the department’s succession practices, including preparing deputies and captains for leadership roles.
The panel confirmed the police commission acts as the local traffic authority under state law and works closely with the Department of Public Works on traffic installations and studies and with the Parking Authority on off-street parking. The commission also indicated animal-control functions operate within the police budget and report into police department oversight.
Commissioners and commission members discussed whether to change the commission size (three versus five or seven) and term limits; responses favored keeping the current three-member model with staggered terms and noted that institutional knowledge is important for complex police governance.
