He said the change avoids an annual vendor management fee that would have been approximately $45,000 per year under the vendor’s proposed arrangement, and that the county expects a vendor refund (he estimated roughly $20,000) for prepaid but undelivered services.
Parks asked the commission to approve the necessary Windows Server licensing so IT staff could complete the migration and maintain existing hardware for backups and redundancy. He described the work as a learning curve for county staff but said it increases flexibility and avoids locking the county into a single vendor solution.
Commissioners asked whether the licensing purchase would push the project over budget; Parks said the final increase is uncertain but hoped any net increase would be modest and may be offset by the refund. A motion to approve the purchase for $25,821.30 was moved, seconded and carried by voice vote.
The county will apply any vendor refunds toward the project and proceed with migration planning. Commissioners thanked Parks for cost containment efforts and asked staff to continue reporting fiscal impacts as the project moves forward.
