Board postpones decision on manufactured-home request after recusal; neighbors split

The Bossier Parish Board of Adjustments postponed action on an application to retain a 24-by-60 manufactured home at 314 Rolling Meadow Lane after a board member recused, leaving the board without a quorum.
Chair introduced PBOA0002182025, the application of Cynthia Jelenic to retain the manufactured home on roughly 8.79 acres at the dead end of Rolling Meadow Lane in Police Jury District 12. A board member said the applicant is a client and recused, and staff told the meeting the case would be moved to the next public hearing on Feb. 26 at 2 p.m.
The chair invited the applicant to present for the record despite the lack of a vote. The applicant described having obtained and renewed a caregiver permit tied to caring for two relatives; she said one relative died and the permit later expired. She said she has started the subdivision process with an engineering firm and that the manufactured home is intended as temporary housing while the family saves to build a traditional home.
Neighbor Buddy Lucky urged the board to enforce what he described as prior restrictions and said he could see the mobile home from his property, arguing the subdivision was not intended for mobile homes. "When I look out my back door, I see the mobile home," Lucky said.
Other neighbors disagreed. Kendall Doctor, who said he has been the closest neighbor for 25 years, said he could not see the double-wide from his property and urged leniency. "I can't even see this double wide from all I see is the same roof line I've been looking at for 25 years," Doctor said. Neighbor Carrie Doctor added that any verbal promises to earlier owners do not bind the current owner and noted the former homeowners association dissolved in 2004.
With no quorum the board did not vote on the request and scheduled the matter for the Feb. 26 hearing, when a full board will be able to consider the application.
